Duties

The Chief Nurse (CN) is accountable for the clinical and administrative management of nursing and clinical activities within the assigned units/areas of responsibility. The CN functions as the Chief Nursing Executive of care resources and operational activities in the Hemodialysis Inpatient and Outpatient Clinic/, Outpatient Specialty Clinics: Cancer Center/Oncology-Hematology and infusion. Specialty Medical Clinics: Neurology Pulmonary, Dermatology, Endocrine, Pain, Physical Medicine and Rehab, Allergy, Pain procedure and clinic, Rheumatology. Cardiology Outpatient Clinic, Cardiac Catheterization Lab, Gastrointestinal Procedure Suite, Interventional Radiology and PICC line program.
Patient Care Coordination and Cancer Care Coordination. Responsibilities include active membership or chair activities on nursing service, medical center, VISN and national committees and work groups. Additionally, program planning, analyzing data and writing formal reports for all levels of reporting are completed. The Chief Nurse functions in an advisory capacity to executive management in evaluating proposed changes as they related to patient care.
Additionally, the incumbent coordinates and provides consultation on issues related to personnel, budget, and forecast projections. The Chief Nurse is responsible for responding to internal and external communications, maintaining knowledge of, and communicating standards of practice and care and accreditation standards, coordinating services to meet those standards, and developing systems to enhance overall operations and communications within assigned services and with all other services in the Medical Center.
Chief Nurse Medicine works closely with all other Chief Nurses to create systems for reporting data that measure productivity, workload, and quality. Works closely with Chief Nurse colleagues for nurse staffing and resource management. Participates with leaders from the governing body, management, administrative and clerical staff in upholding the hospital mission, vision, value, and strategic plan. Interacts with the community as needed on behalf of the medical center. The Chief Nurse is administratively and clinically responsible to the Deputy Associate Director for Patient Care Services (ADPCS) and second line to the ADPCS. The incumbent acts as Deputy and/or the ADPCS when necessary.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
  • Education. Graduate of a school of professional nursing.
    • Education Accreditation Requirement. Nursing education must be from a school of professional nursing accredited by one of the following accrediting organizations at the time the program was completed by the applicant:
      • The Accreditation Commission for Education in Nursing (ACEN)
      • The Commission on Collegiate Nursing Education (CCNE),
    • Nursing Bridge Programs. Nursing bridge programs are accelerated nurse education programs which rely upon existing nursing knowledge and education. Graduates from nursing bridge programs that meet accreditation requirements specific grade level requirements in this standard must also be met in addition to the following:
      • (a) Master's Level Bridge Program Education Appointments Prior to Graduation. Individuals attending a master's level bridge program in nursing who achieve the level in their education in which they have completed coursework equivalent to a bachelor's level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license, the individual may be appointed on a temporary basis for any period up to three years contingent upon full completion of the professional nursing education program, if education verification provided by the school supports the Bachelor of Science in Nursing (BSN) equivalency.
    • Foreign Education. Graduates of foreign schools of professional nursing who possess a current, full, active and unrestricted registration (see paragraph 3c) will meet the requirement of graduation from an approved school of professional nursing to warrant appointment as a Nurse who has completed an associate degree level Nursing education program. In order to grant credit towards an appointment based on foreign nursing education higher than the associate degree level, formal degree equivalency validation from a recognized degree equivalency evaluation agency accepted by VA such as the International Consultants of Delaware (ICD) must be obtained.
    • Degree in a Related Field. A graduate level or doctorate degree in health care/management related fields from an institution accredited by the State and approved by the Department of Education at the time the candidate completed the program may be credited as specifically indicated in grade requirements. The graduate level or doctorate degree and coursework must provide evidence in support of the nursing role and duties associated with the assignment and grade level. Foreign education programs/degrees are not creditable as related degrees.
  • Licensure and Certification. The following licensure and certification requirements are considered conditions of employment
    • All Nurses must possess and maintain an active, current, full and unrestricted license as a Nurse to practice in a State, Territory or Commonwealth of the United States, or in the District of Columbia
Preferred education/ experience
  • Masters degree or above in nursing Administration or related field
  • 5 or more years of progressive nursing leadership experience.
  • Experience as an RN and/or Nurse Manager for 3 years or more in the following specialties: Interventional Cardiac Catheterization, GI Procedures, Hematology & Oncology, Hemodialysis and Medicine Specialty Outpatient Clinics.
  • Nurse Manager experience for a minimum of three years or more preferably of the above specialties.
  • Professional Certification in related field.
Grade Determination. In addition to the basic qualification requirements, the grade level of Nurse (any assignment) is based on a combination of education and experience. Beyond the minimum education requirements, grade determination for appointment, advancement and promotion will be based on the following specific requirement for Nurses:

Nurse IV
  • Master's degree in nursing or related field and 4 years of professional nursing experience, 1 of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV. or
  • Master's degree in a related field and a bachelor level degree in nursing and 4 years of professional nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV. or
  • Doctorate in nursing and 3 years of professional nursing experience, 1 of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV. or
  • Doctorate degree in a related field and a master or bachelor level degree in nursing and 3 years of professional nursing experience, 1 of which is specialized nursing experience equivalent to Nurse III and meets all dimension requirements for Nurse IV.
  • AND possess the following dimensions of Nursing
    • Leadership: Inspires individual and organizational excellence, creates a shared vision, and successfully leads change to improve organizational performance attain measurable performance outcomes.
    • Business Acumen: Uses business models and applies fundamental concepts of economics to programs under his/her leadership.

Cultivates a diverse and inclusive workforce that serves Veterans, families and caregivers of all backgrounds and builds trust, cultural competencies and catalyzes dynamic teams at the program or service level.
    • Communication and Relationship Management: Demonstrates effective relationship management, communication, facilitation, and negotiation across diverse cultures using a broad range of technology platforms to influence, inspire, and motivate others within or outside their program/service.
    • Professional and Social Responsibility: Operationalizes a culture of holistic care, health advocacy and health equity. Applies ethical principles in decision-making at the program or service level. Advances nursing knowledge through health science research and the translation and dissemination of evidence into practice to maximize the value to Veterans and the community.

Physical Requirements:
This position requires potentially long periods of continued walking, standing, and sitting. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. In the performance of duties, the incumbent may be required to drive and/or ride in GSA-vehicles.

Additional information

Annual leave shall accrue for full-time Nurses, and Nurse Anesthetists at the rate of 8 hours for each full biweekly pay period.
