Duties

Physician Assistant (PA) or Nurse Practitioner (NP) will be fully qualified and certified to function in both a clinical and administrative role and in accordance with the guidelines and policies of the Fayetteville VA Medical Center. This individual is delegated the authority and responsibility to assume clinical, consultative, educational, research, and administrative duties and assignments related to the care of psychiatric outpatients and to cover the inpatient service when called upon. Duties include but are not limited to the following:

Manages and provides wellness and illness care to assigned group of patients. This includes assessment, diagnosis, ordering and interpreting diagnostic studies, prescribing medications and treatment plan when applicable and evaluating treatment outcomes.
Uses clinical judgment in the interpretation of trends and patterns; application of regulation, policy, guidelines; and the recommendation of program enhancements.
Documents information utilized in clinical determination and eligibility assessment tools.
Performs a wide range of services, collaborating with interprofessional Centralized Eligibility and Appeals Team (CEAT) members to make eligibility determinations, tier level determinations, discharges, and appeals for the Program of Comprehensive Assistance for Family Caregivers (PCAFC).
Conducts a comprehensive clinical review of patient records to identify the presence of the Veteran need for assistance with person.
Effectively evaluates and treats patients with more complex medical problems requiring a higher degree of clinical skill and competency.
Orders testing, consults, etc. as appropriate for the Veteran's condition. Performs complete diagnostic and therapeutic procedures as applicable in the provision of primary care.
Documents in the medical record in keeping in with the Bylaws of the Medical Center.
Ensures practice of medicine is consistent with Joint Commission, CARF, VA policies and procedures, clinical practice guidelines, VISN standards, national statutes and regulations, medical record documentation, mandatory continuing education, and HIPAA policies.
Responsible for timely completion of all clinical charting and documentation required by the Medical Center or healthcare system, as appropriate.

Safeguards patient privacy and maintains confidentiality of all electronic and printed patient information according to HIPAA guidelines, the Privacy Act, and as stated in the Medical Center Policy. Maintains confidentiality of assigned access code and by exiting (logging out) from the computer system when leaving terminal. Does not share security codes and does not allow others to use the computer under own security codes. Maintains patient confidentiality by not discussing patient information except when necessary to authorized staff only in order to meet health care needs.

Qualifications

Nurse Practitioner

  • National Certification as a Nurse Practitioner
  • Master's degree from a NLN or CCNE accredited Nurse Practitioner program
  • Current, full, and unrestricted license as a Registered Nurse
  • State approval to practice as a NP.
Education.
1. Bachelor's degree from a PA training program which is certified by the Accreditation Review Commission on Education of the Physician Assistant (ARC-PA);
or
2. Graduation from a PA training program of at least 12 months duration which is certified by the ARC-PA and a bachelor's degree in a health care occupation or a health-related science;
or
3. Graduation from a PA training program of at least 12 months duration which is certified by the ARC-PA and a period of progressively responsible health care experience such as an independent duty medical corpsman, licensed practical nurse, registered nurse, medical technologist, or medical technician.
4. Proficient in spoken and written English.
5. Experience in providing medical care to psychiatric patients, including treating both acute and chronic conditions and handling complex medical problems.
6. Physical requirements (see VA Directive and Handbook 5019). Certification. Must have successfully passed the PA National Certifying Exam (PANCE) Licensure. PAs must possess an active, current, full, and unrestricted license to practice in a State, Territory, or Commonwealth of the United States, or in the District of Columbia. Pas must maintain current registration in the state of licensure if this is a requirement for continuing active and current licensure in that state.

  • English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.

This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. This position requires potentially long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring patients and objects may be required. The incumbent may be exposed to infected patients and contaminated materials and may be required to don protective clothing in isolation situations, operative/invasive procedures, or home settings. The incumbent may occasionally be exposed to patients who are combative secondary to delirium, dementia, or psychiatric disorders. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment. The incumbent who provides care in home settings or other off-site locations may be required to drive and/or ride in GSA-vehicles.

In addition, this position requires a pre-employment physical. Requires lifting 15-44 pounds; pushing (approx. 2 hours); reaching above shoulder; use of fingers and both hands; walking and standing from 3-5 hours and kneeling. Ability for rapid mental and muscular coordination simultaneously. Near vision correctable at 13" to 16" to Jaeger 1 to 4. Far visions correctable in one eye to 20/20 and to 20/40 in the other. Must have depth perception and ability to distinguish basic colors and shades of colors. Hearing aid is permitted.

Education

Experience and Education - PA's at the PA-III grade are at the full performance level and lead and organize patient care independently, practice within multi-disciplinary teams, and coordinate all aspects of patient care across the healthcare system. They utilize advanced clinical knowledge and judgement in decision-making and evaluating outcomes. They function as experts in clinical practice and/or in areas related to assigned roles and responsibilities, may serve as mentor for transitioning Pas and may provide training for health care students. Individuals can demonstrate KSAs for full performance level by: I. Three years of successful practice as a PA.
OR II. Successful completion of a PA post graduate residency program sponsored by VHA Office of Academic Affiliations or other post graduate residency programs accredited by VA, ARC-PA, USA Armed Forces or another accrediting agency and one year of professional practice as a PA. OR III. A doctoral degree in a health-related field from an accredited college or university recognized by the US Department of Education and one year of professional practice as a PA.
